Changes to EU breakdown cover
If you order on or after 1 July 2026, there will be an admin fee to ask for a VE103 certificate. This document proves you have permission to take your Motability Scheme vehicle out of the UK.

- An admin fee for the VE103 certificate applies to all new orders
- You can still get this from the RAC

Why you need a VE103 certificate
- As you’re not the registered owner of the vehicle, you need a VE103 certificate
- This confirms you have permission to take the vehicle outside the UK
What this means for you
- You’ll need to pay an admin fee when you ask for a VE103 certificate
- You’ll still be covered under your lease when travelling abroad
- If you need help or to request the VE103 certificate, you can contact the RAC as normal
- If you currently have a lease or apply before 1 July 2026, this admin fee will not impact you
