Changes to EU breakdown cover

If you ordered your vehicle on or after 1 July 2026, there will be a £22 admin fee for a VE103 certificate. This document proves you have permission to take your Motability Scheme vehicle out of the UK. If you currently have a lease or placed an order before 1 July 2026, this change will not impact you.

Customers who get their allowance from Social Security Scotland will not be impacted by these changes from 1 July. We'll be in touch when we've confirmed a date with the Scottish Government. Read more.

You’ll need a VE103 certificate before you travel outside of the UK
A £22 admin fee for the VE103 certificate will apply to orders placed on or after 1 July 2026
You can still get this from the RAC
Customers in Northern Ireland will not need to pay the £22 administration fee when travelling to the Republic of Ireland.

Why you need a VE103 certificate

As you’re not the registered owner of the vehicle, you need a VE103 certificate
This confirms you have permission to take the vehicle outside of the UK

What this means for you

You’ll need to pay a £22 admin for a VE103 certificate
The VE103 certificate lasts for 12 months and covers all trips within this period
You’ll still be covered under your lease when travelling abroad
If you need help or to request the VE103 certificate, you can contact the RAC as normal
If you currently have a lease or ordered before 1 July 2026, this admin fee will not impact you
